Activity was Barge Loading

At [REDACTED] we had a man overboard incident. EE walked from the inshore side of the barge to the north off shore corner of the barge to check drafts prior to checking drafts EE noticed the cable for the holding line was resting on top of the spool on the barge. EE attempted to move the cable off of the spool with his foot so it wouldn 't get caught inside of the spool. Once the cable was free it moved off shore with the EE. EE then fell into the water.
