Culling Outgoing mail for APBS 438

On [REDACTED] at approximately [REDACTED] employee was standing at the APBS outgoing culling section. He was looking into an OTR through the side to see if the mail within was outgoing or city. At the same time [REDACTED] was driving in a mule pulling 3 wires to take to the west dock. As he was driving by the OTR that employee 1 was looking into both he and [REDACTED] stated that the last wire came unhooked and hit the opposite side of the OTR causing the OTR to hit Employee 1 on the forehead and right wrist.
