What happened

On [REDACTED] at approximately [REDACTED] while traveling northbound on the [REDACTED] the above-mentioned vehicles were traveling in the left [REDACTED] ([REDACTED] 1) on a three-[REDACTED] highway and were in numerical order with vehicle 1 in the front of the pack. According to a review of the information observed on the scene and information provided the following seem to be a sequence of events. POV driver advised that while operating Vehicle 1 the vehicle in front of her stopped suddenly and she had to come to an abrupt stop. Inspector advised that he observed Vehicle 1 stop quickly and he applied the brakes to his LEV (Vehicle 2) and stopped in enough time to avoid hitting Vehicle 1. Inspector advised that he was struck in the rear by Vehicle 3 and that the force of the collision pushed is vehicle forward and up against the left shoulder and guard rail pushing Vehicle 2 into Vehicle 1.
