EE was in office at time incident gathered forms to complete task got up from desk and dropped papers onto the floor. He bent over to gather the fallen papers and stepped onto a form still on the floor. EE referenced he stumbled and then stepped onto a form still on the floor. EE stated his right leg went under his left leg causing him to fall and his full body weight came down onto his right ankle causing a fracture.
