What happened
Crew opened an excavation to expose broken main. All EEs were briefed to avoid sections of the excavation due to soil conditions. EE attempted to hand a member of the repair crew a shovel when soil became unstable and caused a fall. EE contacted ground on his Lt elbow and complained of shoulder pain after conclusion of the repair.
