What happened
EE was driving tugger down aisle. The tugger cleared a pallet that was sticking out from a lower rack location but the cart they were towing hit the pallet causing it to push into the pallet beside it. Then that caused the tugger cart back end to swing out. A second EE was standing on the opposite side of the aisle and when the cart swung out it struck the associate.
