A stacker employee was standing near the area (15 to 20 feet away)

While attempting to move a bunk of 2x 6 boards from the elevator to the rail line onto the transfer car the carts came off the tracks of the rails. Employees were attempting to pull the bunk out from the stacker area enough to where a forklift could come in and lift the carts back on to the rails so the bunk of lumber could be transferred onto the green transfer car. A stacker employee was standing near the area (15 to 20 feet away) as the other transfer car employees were standing in the transfer car cab using the transfer car winch to pull the bunk the clamp pull eye on the winch came off the cart that it was attached to whipped slung over to the left side west side to where the employee was standing hitting him on the right leg just below his knee (shin area) causing a laceration to his leg.
