Crew member was operating manlift to inspect baghouse heat tape on water nozzles.

As he was maneuvering manlift he was shocked by current of an arcing power line that passed from the basket to the control lever of manlift. Electric current passed through basket and crew member. Crew member is unsure if the basket made contact with the power line or if arc occurred from a distance.
