Coming down the stairs by the upender.
What happened
On a previous shift an employee was putting hilti gun blanks on the landing surface so they would pop and startle other employees (horseplay). The shells did not pop and he left them on the upender. When the next shift began work and was performing normal duties a shell went off when setting down a billet and part of the brass shell was propelled into his lower leg.
