Performing welding and grinding activities from a shell buggy hanging on the side of a tank.

The chain on the shell buggy was tangled which would not allow the employee to move. The employee untangled the chain causing the shell buggy to begin moving he grabbed the shell of the tank to steady himself this put the employee 's hand in the path of the wheel of the shell buggy causing the buggy to roll over his thumb.
