Driving back to the post to double up with his midnight partner when he observed a vehicle stopped in the lane on the highway.

While attempting to stop the vehicle the driver refused to stop. A rolling road block was performed. As the employee tried to get the driver out of the car the driver put it in reverse striking the employee.
