Before the incident
EE works in cart loading in the frame mill. He stated that he got off of his tugger and was attempting to get two buggies apart that were stuck together. He put his right foot on one of the buggies to push it. The buggy broke loose causing him to slip and fall. His left hand struck the other buggy and then he tried to catch himself with that hand as he was falling.
