Installing fiber stands using a handheld battery-operated drill for drilling and tapping. After successfully completing the first stand he proceeded to the next. Upon inspection he discovered that one of the holes on the guarding was misaligned. To correct the issue he removed the cover plate and inserted a burr bit into the drill to ream the hole.

While reaming he held the plate steady on a solid surface with his left hand. During the process the bit caught the plate causing it to spin unexpectedly. The spinning plate slipped from his grasp and struck his left hand just above the ring finger resulting in a laceration approximately 1 2 inch long and 1 4 inch deep. Reacting to the initial contact [REDACTED] instinctively jerked back while still holding the drill. The plate still attached to the spinning bit made secondary contact with his left elbow causing an additional laceration approximately 1 2 inch long and 5 8 inch deep.
