What happened
Employee was switching tracks with the railroad switch. After operating the switch employee was stepping on handle to lock it down handle may have been wet with dew and his foot slipped off of the handle. The equal and opposite principal resulted in employee falling in the other direction and landing in the rocks onto his right shoulder.
