What happened
On [REDACTED] at approximately [REDACTED] an offloader was counting tubes to complete a bundle before changing lengths. While the offloader was bending down at the east end of the bundle to restack the tubes prior to banding the cutoff operator began to adjust the de-dimpler toward the east. The offloader motioned to the cutoff operator to hold on so they could finish the bundle and knelt back down out of sight. The cutoff operator misunderstood the offloader believing they only needed a moment and then began to adjust the de-dimpler to the east again. This movement caused the runout arm of the de-dimpler to come into contact with one of the uprights of the easy down pushing it toward the offloader. The offloader 's left foot was in the travel path of the easy down which was pushed up and over coming to a rest on their boot. The offloader used a 2x4 to lift one side of the easy down so they could remove their foot.
