Getting ready to install shims to a steel plate to level out stands

Employee was manually prying up a steel stand to insert shims during a leveling operation. A sudden change in frication caused the stand to shift and tip striking him in the head and arm. The stand was not mechanically secured despite a telehandler and chokers being readily available.
