Before the incident
Officer had placed offender under arrest for operating a vehicle under the influence of an intoxicant and excessive speeding.

Offender refused to give his cell phone. Officer grabbed the phone and the offender twisted the phone and pulled away from officer. This resulted in his right hand being awkwardly twisted causing pain.
