Before the incident
The employee was stroking a valve in an attempt to clear a plugged process line.
What happened
The line to the Effluent Tank was plugged and the employee attempted to clear the 2 plugged line with Nitrogen. The employee opened the Nitrogen to pressure up the line and climbed to the top of the tank to stroke the valve on the 2 feed line. After stroking the valve for a second time the plug broke free causing Nitrogen to feed the base of the tank through the dip tube. The tank was full and once Nitrogen entered the tank hot water sprayed out of an opening inspection manway and sprayed the employee with hot water causing burns to his right hand and leg.
