What happened
While attempting to turn on rewind stand EE 's vest on the left side under the arm got caught on a spring clamp knob which protruded out. When EE turned on unit the vest got caught in the rotational shaft and pulled EE 's arm. The vest pinched EE 's arm similar to a tourniquet.
