What happened
The employee was on the customer 's dock taking photos of refused pallets. The employee thought a nearby forklift operator knew that they were there and proceeded walking. The forklift operator did not know the employee was there and proceeded. The edge of the forklift caught the back of the employee 's boot causing their foot to turn and roll under the edge of the forklift.
