CCTV footage shows the injured employee sitting on the steps at the Leadership Entrance from approximately [REDACTED] until [REDACTED] smoking a cigarette. This location is not a designated smoking area. At approximately [REDACTED] the employee extinguished the cigarette reached down to pick up a coffee cup and began ascending the stairs toward the interior entrance. The employee was not engaged in work-related activity at the time of the event.

Upon review of the CCTV footage the employee finished smoking bent to retrieve a coffee cup and began climbing the stairs. As he took his first step upward the employee appeared to lose balance and fell backward onto the concrete surface at the base of the stairs. The top stair measures approximately 26 inches high located 137 inches from where the employee landed.
