EMPLOYEE ON TUG GAVE IT GAS WITH THE E BRAKE ON AND IN NEUTRAL BECAUSE IT WAS HAVING ISSUES STARTING. WHEN DOING SO THE TUG JERKED BACKWARDS STRIKING THE EMPLOYEE LOWERING THE DOLLY TONGUE IN THE RIGHT ANKLE WITH THE REAR TUG HITCH.
