Picking up material with crane and Xmbr setup

Station EEs placed the frame rails of a PLS on the cart. They continued to set up the cross members upright. A TM had moved the frame rail by hand and with that little movement the siderail fall and hit another TM. That TM was using the crane not facing what his partner was doing because he was hooking up the crane to a different part. The side rail-xmbr fall and hit the TM from the back side on the left side.
