Dock plate was operating properly. Associate was rushing and pulling the chain too quickly not allowing the dock plate to naturally rise so that the chains stop point would be reached as the Associate continued to pull on the chain. Dock plate is designed to only be pulled a certain distance before it activates the dock plate.
