Employee was under fender of a body side that was secured upright to a welding table Employee was tack welding a SCBA compartment to fender Between each tack weld another employee on the opposite side of the wall would strike the top of the compartment to reduce the gap between the two sections of metal Due to the awkwardness of the tack welders position being crouched under the fender during the job he positioned his hand on the top of the fender as to support his upper body weight The second employee who was striking the fender with the 3lb sledge failed to recognize the operators hand on top of the fender attempted to strike the fender with the sledge and instead struck the employees hand
