[REDACTED] was pulled over on [REDACTED] traveling eastbound due to snowy icy conditions going uphill. [REDACTED] had single chains on the back axle of his tractor and was not enough so was putting on three rail chains on the front axle of his tractor. Due to the fender well [REDACTED] could not [REDACTED] around to get the chains on and was using a bungee cord to pull the chain so he could hook the chain. The Bungee broke and the hook and part of the bungee came back and hit [REDACTED] in the mouth breaking his front
