Before the incident
[REDACTED] was removing a coil from the reverse side of the double payout on the [REDACTED]. He clamped the coil with a large C-Clamp while he was banding the coil to be removed.
What happened
As he spun the payout to reposition the coil a band of on the clamp hit an obstruction and came loose. The coil snapped back and struck his right foreman.at the wrist.
