Employee was working as the Loopco Helper. The coil was on the machine on the [REDACTED].

The employee did not bring the the tip of the coil close to the hold down roll. He also did not use the proper tool for the job(the long band cutter). This cause him to be closer than required to the coil leaning over it. When he cut the band roughly 3 feet of steel sprung up and hit him in the face.
