Another clerk was performing dispatch duties and hooked two cages together using the yellow tow bar; this clerk had stepped away and left the cages stationary. employee was clearing the mail from her window station and going to put it into the tub of flats near the maildrop boxes; she did not see the yellow tow bar and she did not step over the yellow tow bar. employee fell over the yellow tow bar to the ground face first and hit the ground. Upon impact her nose was bleeding and broke her shoulder humerus. HOW: The yellow tow bars on the A[REDACTED]C are to be utilized only when being pulled by a mule motorized vehicle; these mules are utilized in the [REDACTED]&[REDACTED] and are not at [REDACTED]
