Before the incident
Employee was working in the helm area when an employee outside the boat approached the boat to ask a question. As injured employee proceeded to the rear of the boat he stepped onto the bilge opening which was covered in cardboard. Injured employee partially fell into the bilge (approximately 2.5 feet) injuring his ankle knee and hip.
What happened
There was cardboard placed on top of bilge hatch opening which is not sturdy enough to support the weight of an employee.
