Before the incident
Performing routine work closing a couple water valve in the ROW.
What happened
Employee got out of his vehicle with the emergency lights and flashers on and he turned the water valves located along the fog line of a high speed road. His vehicle took the lane and there was a lead vehicle in front of his. After turning the valve he returned to his vehicle and attempted to move forward when a vehicle traveling in the lane ran out of space to move over hitting his vehicle from behind. He had time to put on his safety belt.
