Moving a 1000lb wheel set by hand instead of using equipment.

Employee was tasked with moving wheel sets with a forklift. He bumped a piece with the forks and it shifted side ways. Instead of using lift to straighten the wheel set he tried to move by hand. The wheel was to heavy and got away from him and dropped on his ankle.
