Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
amputations or crushing injuries to extremities when lowering the car
lift while in a semi-sitting position partially underneath the lift and
elevated vehicle.  The loaded lift dropped suddenly about two (2) feet
when pressure was relieved, shocking the lift system and unbalancing the
vehicle.
Feasible abatement methods include, but are not limited to, the
following:
1) Repair and maintain the hydraulic and pneumatic systems to prevent
pressure loss and subsequent uncontrolled movement; and/or,
2) Relocate valve controls to a place where an operator would not be
exposed to injury in the event of lift failure, and ensure that all
other persons are clear of the danger area whenever the lift is
raised or lowered.
