Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazards of falls, of more than 80 feet to basement because, on or
about 2/20/87 a Model M456-2R Budgit 1 Ton Electric Chain Hoist was used
as a means of lifting employees to and from their work area in violation
of the manufacturer's instruction.

a) Building No. 3, Emergency Stairwell No. 3:
One feasible and acceptable method method, among others, to correctthis
hazard is to use an approved personnel hoist or other personnel lifting
devices that are approved for this purpose by the manufacturer and
follow the manufacturer's instructions for installation and use.
