Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) The hazards of anhydrous ammonia release from refrigeration
compressors which could result in severe respiratory irritation
and/or death.
One feasible and acceptable abatement method, among others, to correct
this hazard is to institute the following:
1) A refrigeration machinery room with a tight fitting door between this
room and other areas of the plant.
2) Closure of all openings in the refrigeration machinery room which
permit the passage of escaping ammonia to other parts of the plant.
3) An exhaust ventilation system for the refrigeration machinery room
which could be operated from a remote area of the plant in the event
of an anhydrous ammonia leak.
4) An emergency remote shut-off control location outside the
refrigeration machinery room to shutdown the refrigeration compressor
in the event of an emergency.
5) Posting of signs and/or notices in the vicinity of the refrigeration
compressors which specify the operating instructions and precautions
to be observed in the event of a system breakdown or refrigerant
leak.
