Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Doctors, nurses, and tecnicians/technologists in all phases of
patient care, as well as cleaning and maintenance staff for the
facility, were exposed to the hazard of being infected by HBV and/or
HIV through possible direct contact with blood or other body fluids.
Feasible and useful abatement methods for reducing this hazard, among
others, are:
1) Development of follow-up procedures to be used by any employee after
possible exposure to a bloodborn disease. Such exposures would
include percutaneous (needlestick or cut)  or mucous membrane (splash
to eye, nasal mucosa, or mouth) exposure to body fluid or cutaneous
exposure when worker's skin has been chapped, abraded, or otherwise
non-intact;
2) Development of program to ensure that needles are not recapped after
their use, and;
3) Provide all staff members with training in precautionary measures,
modes of transmission, and the prevention of HBV, HIV and other
bloodborne diseases.  Such training should include the location and
proper use of personal protective equipment; the concept of
"universal precautions" as it applies to their work practices: the
meaning of color coding of or other methods used to designate
contaminated articles or infectious waste, and:  procedures to be
used if they are exposed to body fluids.
