OTHER THAN THE OPERATOR OF THE MACHINE, WHICH WAS A ONE PERSON
MACHINE NOT EQUIPPED WITH SEATS AND SEAT BELTS FOR RIDERS.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO
CORRECT THIS HAZARD IS TO ALLOW ONLY THE OPERATOR TO RIDE ON THE UNIT,
PROHIBITING ALL OTHER RIDERS.
