Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed:
a) In the kitchen area, cooks operating the Vulcan Hart Corporation
steam cooker, serial number 10793349, were exposed to the hazard of
being burned from hot water which was accumulating in excessive
amounts inside the oven chambers as a result of equipment
malfunctioning.
Among other methods, a feasible and acceptable method of abatement to
correct this hazard would be to implement a comprehensive serviceand
maintenance program which would include, but not be limited to, the
following essentials:
1) Daily inspection of steam cooker prior to each shift to ensure that
all controls and equipment components are working properly.
2) Regular schedule of periodic door gasket replacement.
3) Frequent schedule of cleaning drains to ensure that water
accumulations are mitigated.
4) Readily available spare equipment parts to replace those components
responsible for eliminating water accumulations, such as but not
limited to, the water float valve.
5) In the event of equipment malfunction, shut down the unit until
repairs are made or implement appropriate work practices which will
protect the cooks from burns during the interim period prior to
those repairs.
6) Periodically review the maintenance program and update as
necessary.
