Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
a)   The potential hazard of lacerations to exposed body tissues
in the event that the polyvinyl chloride (PVC) schedule 40 plastic
pipe ruptures or explodes due to the fact that the plastic pipe
carried compressed air above one hundred (100) pounds per square
inch (psi), and portions of the plastic pipe were run out in the open
work areas of the plant.  Among other methods, one feasible and
acceptable abatement method to connect this hazard is to replace the
PVC schedule 40 plastic pipe with a proper compressed air piping
system per ANSI/ASME B31.8 - 1986.
5) DEVELOP A WORK CONDITIONING PROGRAM TO HELP NEW EMPLOYEES ADAPT TO
THE VARIOUS TASKS.
6) DEVELOP A LIGHT DUTY PROGRAM.
7) DEVELOP A TRAINING PROGRAM SO THAT EMPLOYEES WILL RECOGNIZE
CONDITIONS AND BODY POSITIONS WHICH ARE LIKELY TO CAUSE CUMULATIVE
DISORDERS.
SUBMIT TO THE AREA DIRECTOR A WRITTEN, DETAILED PLAN OF ABATEMENT
OUTLINING A SCHEDULE FOR THE IMPLEMENTATION OF ENGINEERING AND/OR
ADMINISTRATIVE MEASURES TO CONTROL EMPLOYEE EXPOSURE TO THE HAZARDOUS
CONDITIONS AS REFERENCED IN THIS CITATION. THIS PLAN SHALL BE SUBMITTED
WITHIN THE FIST NINETY (90) DAYS OF THE ABATEMENT PERIOD. THEREAFTER,
NINETY (90) DAY PROGRESS REPORTS SHALL BE SUBMITTED TO THE AREA
DIRECTOR.
