Section 5(a)(1) of the Occupational Safety and Health Act of 1970; The employer did not furnish employment and a place of employment which was free from recognized hazards which were likely to cause death or serious physical harm to employees, in that the controlling employer on site did not ensure that (1) the framing contractor nor (2) the roofing contractor provided fall protection for employees exposed to fall hazards of ten feet, while working on the roof area of houses under construction. Among other methods, one feasible and acceptable abatement method to correct this hazardous condition would be to equip employees with safety belts/har- nesses and lanyards to prevent possible falls.
