Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to falling hazards from the bucket of truck #2351. The bucket
truck was not being maintained according to the manufacturers
specifications and the vehicle maintenance manual in that the cables
controlling the position of the bucket where it was attached to the
end of the boom which would prevent upsetting the bucket was not replaced
every 3 years or 6000 hours as required by the manufacturer exposing
the employees to serious falling hazards.
Among other methods one feasible and acceptable method to correct
the hazard is to have the employees trained to maintain the vehicle
acording to the manufacturers specifications and follow the directions
written into the operations and maintenance manual or to contract
out the major maintenance and inspection of the vehicle.
