Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to fires and burns from the use of an unapproved hand pump to
defuel over the wind aircraft of aviation gasoline 100 LL which has a
flashpoint of 50o F Class 1B liquid:
a.   Pump labeled as 2 inch Hercules Super Pump, made in
China, was not listed, labeled or approved for use with
a Class 1B flammable liquid, on or about May 15, 1991.
Among other methods one feasible and acceptable means of
abatement to correct this hazard would be to use a pump
meeting the requirements for Class 1B liquids and approved
by one of the six nationally recognized testing labratories
(NRTLS).

employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to fires, burns and explosions during de-fueling of aircraft
(over the wing), of aviation gasoline 100LL which has a flash point
of 50o F, classed as a 1B Flammable liquid, the aircraft, pump and
container were not gounded and bonded to eliminate a difference in
static charge potential between and object(s) and ground (earth):
a.   Among other methods one feasible and accepted means of
abatement to correct this hazard would be to properly
ground and bond according to the procedures of Exxon
and NFPA 407-2-3, 2-16 and Appendix A.  Safe practices
would include a training and maintenance program to assure
the effectiveness of this procedure.
