Section 5(a)(1)of the Occuaptional Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to crushing and/or asphyxiation: a) On or about May 1, 1989 employees were exposed to serious physical harm or death in the coupling of yard-birds (tractors) to trailers. Among other methods one feasible and acceptable method of abatement to correct the hazard is: 1) Start implementation of the existing written policy pertaining to the coupling of yard-birds (tractors) to trailers. 2) Improved training of all yard shifters in the existing written trailer coupling policy. 3) Improved supervision and enforcement of existing written trailer coupling policy.
