Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Employees were exposed to crushing injury by the inadvertant movement
of hydraulic automotive lifts in that the lift in bay #1 was erratic
in its raising and lowering and the lifts in bays 5 & 9 were not
equipped with effectively functioning safety locks.
Feasible and acceptable abatement methods, among others, to correct
these hazards would be to ensure proper maintenance of hydraulic fluid/
air receiver systems and ensure proper installation and functioning of
safety latching devices to support lifts at their intended use
elevations as specified in American National Standards Institute (ANSI)
Safety Requirements for the construction, care and use of automotive
lifts, B 153.1-1974, section 3.1.10 (safety devices), section 6.1
(maintenance), and 6.3 (inspection).
