Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Mike Brown Grandstands Incorporated, Mile High Stadium, South end of stadium: Employees were exposed to a fall hazard of up to 30" feet to the ground below, while placing bleacher planks onto the grandstand, from the top of the bleachers, without utilizing fall protection. One feasible method to correct this hazard is to use a safety belt and lanyard while placing the bleacher planks as a positioning device to prevent a fall from the opening below, before the planks have been
