Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and place of employment which were
free
from recognized hazards that were causing or likely to cause death or
serious physical harm to employees in that employees were exposed to the
hazard of oxygen deficient or toxic atmospheres from entry into and
cleaning
of tanker trucks in confined spaces.
(a)   Del Camino Truck Wash Bay #4:  Employees on
a routine basis, perform cleaning operations in
confined spaces (tanks) which wree contaminated
with lime, sand, vegetable oils, fats and
degreasers.  The employer did not conduct air
monitoring, train employees, provide lifelines, or
standby personnel with rescue equipment.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to develop and implement a confined space entry
program which meets the requirements of 29 CFR
