free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
the hazard of overexposure to lead and were not medically evaluated to
determine blood lead levels.
a) Jobsite, Gov. Sprague Mansion:  An employee doing paint removal was
exposed to lead at a time-weighted average (TWA) concentration of
1.091 mg/m3 which is approximately 5.45 times the permissible
exposure limit of 0.200 mg/m3 and was not medically evaluated to
determine blood lead levels.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is biological monitoring by a physician to determine
the employee's blood lead and zinc protoporphyrin levels.
