Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that the hazards of free
falling in a personnel lifting device attached to the load line or the
boom of a Manitowac 4100 series crawler crane which was not equipped
with a power down mode when transporting workers to or from containers
aboard ship, on or about 3/21/88.
Among other methods to correct this hazard include the following:
a) Install a power down control on the Manitowac 4100 series crawler
crane if the crane's manufacturer has developed such a system and
will alow modifications, or
b) Provide ladders for access to tops of containers and fall protection
if workers must work higher than the height of a single container.
