Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: The hazards of being struck by an unsecured pressurized flowline containing pressure of approximately four thousand (4,000) p.s.i., located at Grace Drilling Company, rig number 75, on the E. Vela lease number 1. One feasible and acceptable abatement method, among others, to correct the hazard is to secure the flowline to the ground. Essential elements of this procedure would include: 1) Secure or anchor the flowline at the end of the flowline and at intermediate intervals along the line each fifteen to twenty feet. 2) Where Chic-San swivel connections are used to make a turn in a flowline, the flowline shall be anchored to the ground by means of chains, steel stakes, or other adequate restraint on both ends of the Chic-San swivel connection. 3) That employees shall not be permitted to step across and/or on a pressurized flowline.
