Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The

employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to drowning from a capsized boat:
(a)  Red  Hill  Dam  on  the  Susquehanna  River,  Royalton,
Pennsylvania - No safe working procedures nor  training
provided to employees exposed to the hazards of working
below low head dams, on or about April 23 and 24, 1992.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to correct this hazard is to develop safe
working procedures and train employees in the safe handling and use
of boats in proximity to dams.
